Denise Davis – Redlands – Public Member
Denise Davis, who was appointed as a public member by the Senate Rules Committee on October 13, 2020, is the Mayor Pro Tem for the City of Redlands. She was elected to the Redlands City Council in 2018 and has spent her career working full-time in higher education. She earned her master's degree in Social and Cultural Psychology from the London School of Economics while there as a Rotary International Scholar in 2008. Denise graduated with her B.A. from the Johnston Center for Integrative Studies at the University of Redlands in 2006. She is also a graduate of Emerge California, is passionate about women's participation in government at every level and serves as the Director of the Women's Resource Center at UC Riverside.
Carmen Dones – Sherman Oaks – RDH Educator Member
Carmen Dones was appointed by Governor Newsom on October 20, 2020 as the new RDH Educator member replacing Michelle Hurlbutt who was termed out this year. Her background is that she graduated in 2004 from West Los Angeles College dental hygiene school and began teaching dental hygiene there in 2006 while working in private practice. She currently serves as a dean at West LA College where she implemented the baccalaureate pilot program in dental hygiene. She earned her doctorate degree in Educational Leadership in 2020 from Cal State Northridge and serves as a mentor to students and faculty.
Susan Good – Public Member
Susan Good of Fresno was appointed to the Dental Hygiene Board of California on April 5, 2013, and then reappointed on January 1, 2015 and again on January 1, 2018. Good has been the president of Susan Good Consulting since 2010. Her State service includes having been district director for California Senate Majority Leader Dean Florez (2002-2010); Senator Jim Costa (1996-2001) and Principal Consultant for Assembly Speaker John Perez (2011-12). She served in various positions at the 21st District Agricultural Association-Big Fresno Fair, including director and president from 2001-2005. Her business experience includes serving as senior vice president of marketing and compliance officer for Bank One from 1988 to 1996 and in multiple positions at Coast Savings and Loan from 1978-1998 including vice president, branch manager and director of advertising.
Joyce Noel Kelsch – Moorpark - RDHAP
On January 6, 2016, Ms. Kelsch was reappointed to the Dental Hygiene Board of California, where she has served since 2012. Kelsch has been the owner at Noel Brandon Kelsch, Registered Dental Hygienist in Alternative Practice since 2008. She has been an infection control columnist at the Registered Dental Hygienist Magazine and an international speaker and consultant since 2002.
Timothy S. Martinez - Temple City – DMD
Dr. Martinez has been serving on the Dental Hygiene Board of California since August 23, 2012, was reappointed on January 21, 2014, and reappointed again on January 1, 2018. Dr. Martinez has been associate dean for community partnerships and access to care at the Western University of Health Sciences since 2009 and president of Outer Cape Dental Center since 2003. He served as program evaluator at the Forsyth Institute from 2010 to 2011, state dental Medicaid director at the Commonwealth of Massachusetts, Executive Office of Health and Human Services from 2006 to 2009 and dental consultant at the Office of Public Protection, Board of Registration in Dentistry, Massachusetts Department of Public Health from 2005 to 2009. He was the owner of Mid-Cape Dental Center from 2000 to 2005 and the dental director at South End Community Health Center from 2000 to 2003. Martinez served as dental director for Harbor Health Services Inc. from 1999 to 2003 and dental director at Boston Healthcare for the Homeless from 1994 to 2003. He earned a Doctor of Dental Surgery degree from the Harvard School of Dental Medicine.
Nicolette Moultrie – Martinez – RDH
Nicolette Moultrie has served the Dental Hygiene Board of California since August 23, 2012, was reappointed on January 17, 2014, and then reappointed again on January 1, 2018. Ms. Moultrie has been adjunct faculty at Diablo Valley and Chabot Colleges since 2013 and owner and registered dental hygienist in alternative practice at Strategies for Healthy Smiles since 2008. She was program manager and clinical supervisor at the Contra Costa County Health Services Children's Oral Health Program from 2007 to 2013, project liaison for the Contra Costa County Regional Medical Center’s fluoride varnish project from 2010 to 2012 and a registered dental hygienist for Jess J. Santucci, DDS from 2000 to 2009. Moultrie earned a Master of Science degree in dental hygiene from the University of California, San Francisco.
Garry Shay – Reseda – Public Member
Garry Shay of Reseda was appointed to the Dental Hygiene Board of California on April 5, 2013 and then reappointed on January 1, 2018. Mr. Shay has been an associate trial attorney at Stockwell Harris Woolverton and Muehl since 2012. He was senior trial attorney at Chernow and Lieb Law Offices from 2004 to 2012, trial attorney at Glauber Berenson and Salazar from 1999 to 2004 and associate at Richlin and Theofanis from 1997 to 1999. Shay was senior associate at Ingber and Ivey from 1988 to 1997 and managing attorney for the Law Offices of Gary A. Rosenberg P.C. from 1987 to 1988. He served as associate at Strantz Sobelsohn Elkin and Bradford from 1986 to 1987 and associate for the Law Offices of Lloyd Robinson and Associates from 1981 to 1986. Shay earned a Juris Doctorate degree from Southwestern Law School.
Evangeline Ward – Benicia – RDH
Evangeline Ward has served the Dental Hygiene Board of California since February 12, 2012, reappointed on January 15, 2014, and then reappointed again on January 1, 2018. Ms. Ward has been a dental hygienist for Dr. Dawud Muhaimin since 2009 and for Dr. Richard Tabor since 2013. She was dental hygienist for Dr. Thomas Sharp from 2007 to 2012, for Dr. Michael Carpentier and Dr. Grace Mary Hume from 2007 to 2011 and for Dr. John Bristow and Dr. Scott Swoboda from 2009 to 2010. Ward was a probation counselor for the Contra Costa County Probation Department from 2001 to 2009 and for the Fresno County Probation Department from 1999 to 2001.
Erin Yee – Lafayette – Public Member
Erin Yee, appointed as a public member by Anthony Rendon, Speaker of the Assembly, January 4, 2021, is the Deputy Director and Senior Advisor of the COVID Contact and Tracing Initiative with the Public Health Institute and is the previous Chief Operating Officer of Planned Parenthood Northern California. Erin has spent her career working in community health services, working in organizations that impact women and families. She is also on the board of Charlotte Maxwell Clinic in Oakland. She graduated with her B.S. from the University of Hawaii in Non-Profit Management.
